I see that Apple Music also provides the same function as itunes match by uploading your music catalog into the cloud to be accessed by any device.
If I already have itunes match will be i get a refund if i sign up to apple music?

It can't hurt to try!
But I wouldn't expect a refund, because the two services aren't the same, really. iTunes Match deals with music that you own or buy -- music you get to keep forever. Apple Music gives you access to music you don't own (for as long as your subscription is active). They have a couple of features in common, but neither one is a complete substitute for the other.
