Google Chrome won't quit

I have an 11 inch macbook Air with OSX Yosemite 10.10.3. I was on google chrome and I exited out, but when I tried to force quit it it would not force quit, it just stayed in my options to force quit. Everytime I try to restart my computer it won't because it says Google chrome failed to force quit. Google chrome won't reopen either. i let my computer sit for about ten hours but still no luck. What can I do?

Also my computer had been shut down for about a month (I needed a new charger) and I just started it back up and began using it again about a week ago if this helps.

Have you tried OPTION + COMMAND + esc,? This will generate a menu that allows to to select open applications and force quit them.
