How do I get album art manually loaded in iTunes on my PC to show on other devices from iCloud?
Pass. Was the artwork added before or after the track was uploaded/matched?

After loasing music that didn't come with artwork, went online to find and load artwork, which shows in iTunes on the PC, but not on other drevices.
Still early days playing with iCloud Music Library, but you may have to remove those items from your library and your devices, then reimport them so they get uploaded with the artwork attached.
