The technical specifications for the watches are at the bottom of the the Product pages,
For example:

You can, for example, wear and use Apple Watch during exercise, in the rain, and while washing your hands, but submerging Apple Watch is not recommended. Apple Watch has a water resistance rating of IPX7 under IEC standard 60529. The leather bands are not water resistant.
Does your watch have a leather band? That is not water resistant.
So if you submerge your wrists during swimming you may damage the watch.

Tested on how many watches, and how long have the watches been submerged? If it were safe, Apple would recommend it.
Not neccessary, Apple may just not want to be held liable in the event that a few watches stop working after being submerge.

A few watches may even stop after walking in the rain. Apple will always be responsible if a product fails, when operated within the technical specifications in the small print: Wearing Apple Watch - Apple Support
