iPhone 5 S Camera flash light stuck on. Not flashing, constant light. Phone is locked. Unable to slide to open or to power off.

Is it definatly the flash and not the torch function?
Can you swipe up from the bottom of the phone (even when locked) and check if the torch icon is lit up.
If this doesn't work I would try reboot of the phone by holding the home button and the sleep/wake button at the same time until the Apple logo appears then let go of both buttons.
