Can I use Time Machine to return my 27" iMac to 10.10.2 from a bungled install of 10.10.4

I inadvertently re-started my 27" iMac(late 2013) before the install of 10.10.4 was completed. I then completed a fresh install of 10.10.4 only to find that Mac Mail appears to be missing the necessary "permission" to allow me to sent emails. Repeating the 10.10.4 installation was of no help. So I'm asking if I can use Time Machine to get back to a "clean" copy of 10.10.2 & then re-install 10.10.4. thanks for your help.
