When I tap on choose a new wallpaper my ipad crashes or stay on a waiting mode for very long time. I have to re start the ipad. What can I do to solve the problem?

My guess is that your iPad is over capacity.
Check Settings > General > Usage > Manage Storage. Do you have a minimum of 10% of your device's available storage available? If not, delete things.
TThe ipad have close to 50% capacity now but still the same problem

Try a reboot press both power& menu buttons hold down until you see Apple Logo .
If you still have problems you may have a bug .
Restore to Factory Settings.

Thank you for the suggestion, I tried but it did not work. I may have a bug but I don't know how to get rid of it.
I have not been able to solve the problem. Can you suggest any further step?
