Photoshop elements 13 will not open after purchase form Apple store

I bought Photoshop elements 13 on Apple store and only after a few hours it will not open ... can this be resolved or can I get a refund as its wasn't cheap ..

MacBook Pro (Retina, 15-inch, Late 2013), OS X Yosemite (10.10.4)

Your first obligation is to contact Adobe for product support. The link is on the apps page in the Mac App Store.
