I have a 2014 MBA that has a blue ribbon coming out the top of the headphone jack. Can I fix this? Would it be covered under Apple's 1 year hardware warranty?

Take it to an Apple Store Genius Bar, there should not be anything hanging out of any port. That sounds like a valid warranty item.
