Why Is It More Expensive To Complete My Album Than Buy It?

I'd like to buy Achtung Baby by U2, and I already own a song from it (One, which cost $1.29). The "Complete my Album" price is $8.70, while the regular price is $7.99. Since I already own a song from it, I can't buy it for the regular price.

Any idea what's going on here?
