When I hold down the OPT key to get a SAVE AS item in the file menu, I always get a permissions error regardless of where I try to save it. Is this a Sandbox issue? This also happens when I try an export to PDF format.

“...regardless of where I try to save it,” is not as informative as my local Documents folder, iCloud, another cloud service, a network attached storage volume, an NTFS Windows drive, another mounted drive, another user account, or trying to save inside an existing Pages package folder (as some have tried).
Is your version of OS X 10.10.4 the released version, or still beta code? What version of Pages are you using?
Save As always yields a permissions error
