iOS decision to show notification either on iPhone or Apple watch

When one of our app’s local or remote notifications arrives on the iPhone, iOS decides whether to display that notification on the iPhone or on the Apple Watch.

My question is that why iOS do this, why it dosen't show notification on both iPhone and Apple watch at same time?
