OS X PHOTOS download yesterday still 'closing the library after 2 days?

signed up for PHOTOS on I CLOUD yesterday, said it was moving my 27000 images, system wont close down and still has a message a day later 'closing the library' is this normal or is there an issue and what should i do about it
