Primary iCloud

I was signed in with my @icloud.com on my iMac and I now I signed in with my @hotmail.com.

Both ways I still get this.

"Only your primary account can use iCloud for Safari,Photos,Documents,Keychain,Back To My Mac, or Find My Mac."

Which account is the primary?

And why I get this if my hotmail is the primary?
