Big problem with Boot Camp!

Hello! When i start the bootcamp,justi to install the windows,everybody has 3 paragraphs
-Create windows 7 install disk
-download the latest windows support software...
-install windows 7

but in my boot camp the first paragraph about creating install disk is missing

wha's wrong? and when i push continue,choose the disk(FAT32),it start to download the support,but then stops and write error,something went wrong,but when i did it in EXfat it downloaded,but doesn't downloaded the windows itself !

and by the way how to make a proper usb install disk with windows,please everything in details! and i can't insert any picture here!!
