Networks on iPad 4

I have an iPad 4 that has never had a SIM card put in it. Before I do, I wanted to know if once I have put the first SIM card in, will it then be locked to that network forever? Or can I change networks/sims whenever I want to?

I'd be really grateful for any help x

(I have searched for the answer but been unable to find a solid answer, so apoligies if I've missed it on here)

the reason behind sim lock is that you the buyer does not pay full price by far for the phone

but the carrier the phone is sim locked to pay the rest, expecting to make their money back on the contract you get with them

so there is little logic for a device to lock with the first sim put in it, as that sim could be from any carrier so not the ones who paid the price difference so the consumer could get a cheaper product
