Is there a way to delete all photos?

I am trying to sync my photos to iCloud. It is stuck preparing 76 photos for 2 weeks now. I have tried erasing all photos from all my devices and also iCloud through my browser. Right now when I go to iCloud through my browser it shows no photos or videos, there is none in my recently deleted folder too. But my devices are still preparing 76 photos. This is getting ridiculous I have been unable to sync any of my photos through the cloud.
