itunes can't acces icloud music library

Hi! Itunes 12.2 can't access itunes music library.

When i enter in preferences, switched on icloud music library, nothing happen. My playlists from iphone can't appear in itunes. when i push on the + itunes avert me if i want to turn off icloud music library - ok.. and nothing happen. First time i've seen 4001 error... but i don't use match because i have more then 40 000 songs ...
