My ITunes keeps saying to restore my iPhone I have twice and it is still saying it so I can't sync it to music on what shall I do?

When ever I plug my phone into my computer and Itunes comes up it wi only let me set up a new iPhone or restore my iPhone- I have restored it twice and it is still doing the same so it won't let me sync my phone or put music on to it
