No you cannot. This is Activation Lock. You need to contact the former owner to get them to remove the activation lock or you will never be able to activate the phone. If they cannot provide that information to you, then demand a refund.

Not when you have encountered Activation Lock. The device still has Find My iPhone activated by the previous owner. Without them removing it from their account, you will never be able to activate that phone.

Or is the unit just handset scrap?

I was looking at a I Pad with the same issue but decided not to get involved at the time. perhaps if there is a solution I will revisit the seller.
