my credit card is being charged rather than my gift card
My niece's purchases on her iPad are being charged to her mother's CC rather than coming from her available gift card balance. Why?

She is logged into her account on her iPad, and she is buying content for herself, not gifting ? Gifting can only be done via a credit card.
If it is her account and not gifting then contact iTunes Support, it should use her balance : http://www.apple.com/support/itunes/contact/
