Can't get past 'share your location' when joining a family group

I'm assisting a family member in setting up an apple family. She has sent an invitation to her son but when he accepts and begins to go through the process, it gets hung up on 'share your location with your family page.' Cannot select either 'share your location' or 'not now.'
