iOS 8.3 FaceTime Wifi

Greetings all,

I seem to have a strange issue. I can receive FaceTime calls (display comes up to answer) on wifi, but On LTE it rings but the display to answer never shows. I can answer by opening the app and click what shows as a missed call. I have restored, reset the settings, and reset the network settings. Same results no matter ehat solution I have tried. Anyone have a different suggestion?
