I just want to work with my photos on my computer, a win xp pro machine nothing fancy I just want my photos.

If I understand correctly you are looking to download and edit your photos in iCloud on your Windows XP machine. According to the following article iCloud Control panel requires at least Windows 7.
System requirements for iCloud
PC
- Microsoft Windows 7 or later
- iCloud for Windows 4.1
- iTunes 12 or later
- Outlook 2007 or later2
- Internet Explorer 10 or later, Firefox 22 or later, or Google Chrome 28 or later (desktop mode only)
However you should be able to go to www.icloud.com and log in to access your photos that way through your browser.
