Safari keeps opening multiple tabs

my mum is on holiday in Spain. When she opens safari or Chrome and tries to browse sites like the BBC she gets multiple tabs opening as soon as she clicks on any link on a websites. The tabs open sites from telecommunication companies, Spanish shopping sites and online dating etc. she'll close the tabs, click on another link on her original site and the same thing happens.

i've got her to clear all the cache/history etc. Make sure pop ups are blocked and reset the iPad But this has not helped.

This is not a problem she has ever had in the UK and is not effecting my Dads iPad being used on the same network.

Any help appreciated.
