My phone broke and i can't get it to turn on. All of my contacts are on it. Can i retrieve them with Apple-ID or my google account?

You should be able to retrieve them from whatever account you synced them with. Was that Gmail? Or was it iCloud?

well, apple id maybe.. i don't know, they are all just stuck in the other phone.. and my sim card doesnt work in the new one.. i can only log in with my sim pin, but i cant call or text.
Your SIM not working on the new phone is a completely different situation. The iPhone does not copy contact information to the SIM anyway, so that doesn't matter. If you contacts were in iCloud, then the iCloud ID is pertinent. If they were in your Google account, then you could sync them from that account. If they were not in either, they could be in your iPhone backup, if you have done one.
Only you would know what account you were using to sync your contacts. Log into your Gmail account from a computer and check to see if your contacts are there. If they're not, log into your iCloud account on a computer and check.
No contacts are stored on the SIM.
