Many more songs on iOS devices than what I've synced

I turned OFF iCloud, iTunes Match, Apple Music and synced one playlist to my iPad. Only 300 songs. When wi-fi is off, that's all I see, but when wi-fi gets turned on, it looks like most, if not all of my library is there. How can that be?
