how to block a recurring pop up in network box?

Hi,

when I open System Preferences, Network i get a recurring pop up window/msg that i can only remove by Force Quit which also closes the Network box and means i cannot change any Network preferences.

the pop up says 'Your network settings have been changed by another application - OK' but I'm not aware of application and 'ok' just sees it pop up again.

i've reset safari, blocked pop ups, restarted PC to no avail, and Apple tech support just say my software is too old ...
