The iPhone does not support data transfer via Bluetooth. Following are the Bluetooth profiles it does support: iOS: Supported Bluetooth profiles - Apple Support

Bluetooth needs to be on to use AirDrop for sharing data with another iPhone but AirDrop is not available on an iPhone 4.
