Is it safe to do hardware diagnostic test on macbook pro, Is it meant to be used from users or just service? thank you !

Absolutely one may use the Apple Hardware Test or Diagnostics. That is what they are designed for.
Note that an error free test may not be definitive.

It says:
Important: If your Mac was released after June 2013, you will use Apple Diagnostics rather than Apple Hardware Test (AHT). See Using Apple Diagnostics for instructions.
I have macbook pro 15-inch retina from this year. But I cant find Apple Diagnostic tool. English is not my main language so I didn't understand that part well. Should I shut down my macbook pro and the while pressing D hit the power button, or?
