It sounds like you are unable to sync your music and playlists but everything else seems to work fine. I would use the troubleshooting outlined in the following article. Even though the title of the article says it is for something else, the troubleshooting is relevant to the issue here.
Resolve iOS update and restore errors in iTunes
If that does not do the trick, I would next uncheck the music checkbox that you tick to sync your music, then apply that change. This will erase your music and playlists. Then restart the phone one more time and sync your music and playlists back to the phone.
