Safari Version 8.0.7 (10600.7.12) displays Top Sites rather than opening either old or recently saved Web archive files

iMac (21.5-inch, Late 2013) with OS X version 10.10.4 (14E46) displays Top Sites page rather than the Web archive file. I have tried multiple older Web archive files and Created multiple new files and when any of these are opened (double clicked, dragged on icon or selected from the file menu) the Top Sites page is displayed rather than the contents of the Web archive file.

iMac, OS X Yosemite (10.10.3)

From the Safari menu bar, select

Safari Preferences... Extensions

Turn all extensions OFF and test. If the problem is resolved, turn extensions back ON and then disable them one or a few at a time until you find the culprit.
