Ipad can't be activated and keeps returning to apple logo

My ipad 4th Generation initially kept showing the message 'searching' when trying to connect to mobile data. Just had the sim card installed last week and it worked on and off, which I thought was the signal reception as was travelling. On and off, the ipad restarted back to the apple logo however now it's every few minutes. Did try to restore and now can't get pass the activation page as says can't connect to server.

Has anyone experienced this and what did you do?
