It sounds like you've been unable to update your apps on your iPad mini since your last upgrade of iOS. The following article includes the manual steps for how to do that:
If an app you installed unexpectedly quits, stops responding, or won’t open - Apple Support
Check for iOS and app updates
- Make sure that you're using latest version of iOS.
- Open the App Store and tap Updates.
- If updates are available, tap Update All.
- If asked, enter your Apple ID password.
You might need a Wi-Fi connection to update some apps.

Turn on Automatic Downloads - Apple Support
On your iPhone, iPad, or iPod touch
You can turn on Automatic Downloads for your iOS devices when you follow these steps:
- Tap Settings > iTunes & App Store.
- If prompted, sign in with your Apple ID.
- Tap the content that you want to automatically download. If Books isn't listed, download iBooks from the App Store.
You can turn Automatic Downloads on or off over your cellular network on an iPhone or iPad Wi-Fi + Cellular. Go to Settings > iTunes & App Store and turn Use Cellular Data on or off. Cellular Data downloads are limited to a file size of 100 MB or smaller.

- Restart your device.
- Sign out and back in to your account.
- Try to reset your device. This won't delete your data stored on it.
- Press and hold the Sleep/Wake button
- Press and hold on the Home button
- Keep holding both buttons until the display turns off and back on with Apple logo on it.
Alternatively, you may go to Settings - General - Reset - Reset All Settings
