Error downloading photo from iCloud Photo Library

iPhone 5S, iOS 8.4

I have an iCloud plan and my photos are optimized for iPhone storage. I wanted to access one of my old photos from 2011. While I'm able to see the photo on my iPhone, I cannot share it as it throws an error saying, "There was an error while preparing to share. Please try again later". I go back to the picture and see that it has downloaded only a quarter and it remained that way for 15 minutes. After that I tried hitting the Edit button, I got another error, "There was an error downloading this photo from your iCloud Photo Library. Please try again later."

I am just not able to get my photo from the iCloud from the looks of it and this is frustrating. Does anyone have a solution for this?
