iphone has no photos but showing that I am using 1.3 GB

I have deleted all of the photos off of my iphone 5s, but my usage still shows that I am using 1.3 GB. I have re-booted the phone and tried other remedies that I found online without resolving this. For example, one suggested setting the date to an earlier time and then going to photos and seeing the "recently deleted" file - which I don't seem to have (this was for an iphone 6, so perhaps that is why).

Anyway - I can't upgrade to the newer 8.4 software because I don't have enough storage space (btw - you really need 3.9 GB for an upgrade? That's about 25% of ALL of my storage space!) and I need to get some of this stuff off of my phone. Which I did, but iphone won't recognize that I did. Help! 🙂
