First of all, as you probably know, Windows XP is not supported by Microsoft any more. Generally speaking, this could lead to various security issues and installation problems. If you still want to carry out experiments with XP on an old PC, it is probably not a bad idea to begin by checking that the latest service packs had been installed.

The system requirements for your exact iPod touch model (Apple - Support - Technical Specifications) should indicate the minimum iTunes version needed. Several older iTunes versions for Windows are listed at Apple - Support - Downloads (change to another country/language, if necessary). Anything of interest here?

iTunes 12.1.2 is the last version to work with Windows XP (and Vista) - direct links to the installers as follows:

The third of these - which is actually the 32-bit application with a 64-bit installer - should be used if you get a warning about video card incompatibility when you install the standard 64-bit version, but also may resolve issues with playback, QuickTime compatibility, and problems with some third-party applications (including Outlook).

iTunes 12.2 (required to use Apple Music) does not support XP or Vista.
