I says unable to set up Touch ID what should i do

What happens when you try to set it up? Is it turned on in Settings?
it doesn't give me the option
So in Settings if you scroll down right below Sounds you do not have Touch ID & Passode?
It says place your finger shortly after it will say unable to set up touch id try again later
So you do have that in Settings and you have iPhone unlock turned on and you do have a passcode?
Make sure you have no Restrictions turned on.
Also Reset your iPhone (hold down the home and sleep buttons, wait for the Apple logo, let go of the buttons) and try again.
If it still does not work it is probably a hardware error and you will need to get it serviced.
