messenger doesn't send my messages anymore since the last update

all of a sudden and in the middle of a communication my messenger stopped sending my messages.

i only receive them from others. and i cant't even switch it on! there is a black post coming up with information

how to do the settings for using messenger on an iphone! i use an ipad air! what is this?
