ipad 4 wi-fi only, dead, no indication of power whatsoever. tried all the button combinations, still nothing. while plugged in, no indication of charging, never any picture. if the battery is bad, will the ipad still power on while plugged in?

ipad 4 wi-fi only, dead, no indication of power whatsoever. tried all the button combinations, still nothing. while plugged in, no indication of charging, never any picture. if the battery is bad, will the ipad still power on while plugged in? or could the LCD or logic board be bad and then you wouldn't see anything and since they're no lights on the ipad, how else could you know if it's actually charging or not?
