iCloud drive not syncing

ok heres the problem my iCloud drive docs aren't syncing with my mac. I've done reboots,reseting network settings and on the mac I've reseted it. now sometimes it will work from mac to phone but then not phone to mac or vise verser.

it was working fine a few days ago.

i think problems started as soon as i installed the iOS 8.4 update.

i read that iCloud was down recently but i thought that was resolved.

can anyone help me

also i don't know if it makes a difference with timing but I'm from UK
