I've bought it from particular person,and I didn't know that it locked ,i've used normally until I've perfomed a phone reset.
I have no Idea about this issue
I've used normally without any issue,I was able to upgrade the IOS but when I reset it,I've got this issue

Without the previous owner's credentials, you have basically purchased a useless mass of plastic, metal and silicon.

I was wondering that there is anyway to reach him/her by email as the mentioned the phone number is not working ,I've identified original the operator (Movistar spain).
So in this case you confirmed that there is noway to identify him.
We would have even less of a way of knowing how to reach the original owner than you do as you are the one who made the purchase. Try to contact whoever sold you the phone and go from there.
