Family Sharing Storage

Have set up family sharing account with myself and 30 yr old special needs daughter, but learned today that her photos are not being stored on this account.

I have to tend to her emails and other things and she got an email stating that she had used up her 5GB of storage and she needed to purchase additional storage.

I thought when you had a family sharing iCloud storage account all photos would be sorted on there. What do I need to do to correct this problem as she has a lot of photos?
