how do I trasfer photos and videos from my USB to my iphone?

I've recently "cut and pasted" my photos and videos from my iPhone to my USB. Unfortunately, the cut and paste was not successful. Now I am not able to open the photos and videos in the USB and my iPhone does not have the photos and videos anymore. Is there a way I can undo this or at least open the file in the USB?
