the song "Inevitabil Va Fi Bine" is listed on the itunes preview but is not available in itunes, how can I get the song?

The link that you give is for the Romania store, that is where you are ? I can see that album and its tracks in the Romanian store.
I am not in Romania. do I have to go to Romania to get that song? At the moment the only way I can listen to it is on youtube, which is no good for offline listening on my phone.
If I go to Romania and get it, will I still have access to it when I leave the country?
You have to be in Romania, with a Romania billing address on your account, to buy from the Romanian store. If it's not available in your own country's store then you can try requesting that it be added, but unless the rights-holder agrees to it then Apple won't be able to see it there : http://www.apple.com/feedback/itunes.html
You've checked other music purchase download sites that you have access to, and looked for it on CD ?
If you do go to Romania and have a Romania billing address then you will be able to buy it and you will continue to have your download copy of the song - you won't be able to redownload it when you leave the country.
