how to activate my iphone 4 no sim after doing restore factory settings

My unit came from my cousin from new jersey, it was her phone and was sent to me in the Philippines as a gift, it was connected before in Verizon and after that my cousin in the Philippines fix it and I was able to use it by using wifi, now here in Saudi Arabia, I tried to update my unit from 7.1.1 to newly version, because my unit is getting slower. What happened next is I cannot activate my phone already, it says " Your iPhone could not be activated because the activation server is temporarily unavailable...etc etc etc...." issue since 3 days ago from this post.
