Okay as I said my sister bought a new iphone 5c she tried to restore it now it wont turn on please someone help

Take it back for a Refund it may be faulty or locked to another Apple ID
Have a look for a refurbished iphone from Apple.

my sister bought a new iphone from a pawn shop today she tried to reset it now it wont turn on for her it just shows the apple logo with a loading sign on the bottom of the logo some one please help
