unable to turn off data for certain apps, even after restoring phone

I have been using lots of data since updating my phone, I have tried turning off cellular data for all apps but have noticed not all will turn off, stocks, facetime, passbook and music are some that will not turn off. Has anyone had the same problem and know how to fix it?
