How do I reinstall Safari?

My iPad locked up and I rebooted it. When it came back, Safari was missing. It is not "restricted" (wasn't before but I double checked that setting) and I've done a restore from backup.

It's not hidden or moved... Siri won't open Safari (says there's no app called Safari), Spotlight search spits up weblinks but they all report an unsupported URL error.

iPad Mini, iOS 8.3

Try restoring to Factory Settings. This will reload a fresh copy of the iOS software onto your device:

Restore to Factory: Connect your device to iTunes on your computer, backup, and then select Restore to Factory.
