You need to use another web browser.

iCab

Cab Mobile is a web browser for the iOS. Supports FILE UPLOADS, SEARCHING, FILLING OUT FORMS, FILTER, TABS, BOOKMARKS, FULLSCREEN MODE, DOWNLOADS, MULTIUSER SUPPORT,DROPBOX, and Kiosk Mode.

To upload a file from an app, goto to the app export function often seen as a box with an arrow above. Find the iCab icon. Accept the copied file into the iCab download storage space.

See this thread.

email the file to some email you have like gmail. Use icab to access your email on the web. download. upload to site.

iUploader

"The iUploader app is the only way I know of to load files such as resumes and cover letters to sites such as Monster and CareerBuilder (those having the "Browse for File" links intended for desktop use) from an iOS device. If there is another way to do it, then I'm just not aware of it. I asked for this on the Apple discussion forum months ago and now here it is! Thank you app devs for this!" I found the free version a little hard to use with the advertisement. The free version lasts for thirty days. You can delete with the lose of your files and re-download. Compare with iCab.
